Hurricanes and Cuba
Cuba is a prime target for Caribbean hurricanes, with the season with the worst storms running from September through November. As a developing country, Cuba has struggled to meet the housing needs of its population. Like many of her neighbours, the citizens of Cuba - particularly those in rural areas - are unable to construct homes that are able to withstand the stronger storms.

Fortunately, Cubaīs civil defense system is phenomenal in its ability to deal with natural disasters. In the case of hurricanes, Cuba routinely moves tens of thousands (sometimes hundreds of thousands) of people out of the forecast path of hurricanes, into the safety of shelters. This has resulted in a very low death rate from hurricanes, as compared to the experience of other countries in the region.

Whew! For a moment there I thought your were going to say Cuba was manipulating hurricanes with scalar. Thatīs all the excuse the U.S. would need for a pre-emptive strike.

Strike as in Iraq and itīs imaginary WMD.

Same policy of imaginary threat could be applied to Cubaīs imaginary scalar weapons. Imagination is used extensively in decision making by the Bushmen.

Kent et al,

Letīs face it. A substantial percentage of the population in Nawlins werenīt leaving no matter what based on some part because of theyīre totally dependency on outside support means already ie welfare/WIC/Medicaid/Medicare/.

Some stayed because theyīre watching pets, had no personal transport immediately at hand, got ignored by their local govīt, intent on looting when people leave area and stores unwatched, poorly trained police, or just waiting out storm until they realized to late that a madatory evacuation meant that the hurricane/flood is going to worse than expected or unanticipated.

No racism. Just reality.

In Cuba, its govīt maybe better responsive to needs of masses but unfortunately the masses are totally dependent on their govt just as are the welfare receipients here in the US but in much smaller numbers.

What really failed is the Louisiana local and state response by their police and national guard plus the ridiculous FEMA handling of the Superdome/Convention Center ordeal.

Go ahead if you want. The US will still come up on top. As the poster above stated, cardboard homes float. Most Cubans lack the basics. Food doesnīt come by easy either.
