San Onofre
Units One and Two, near major earthquake faults on the coast between Los Angeles and San Diego, have been shut for more than nine months by core breakdowns in their newly refurbished steam generators. A fix could exceed a half-billion dollars. A bitter public battle now rages over shutting them both.

The containment dome at North Florida's Crystal River was seriously damaged during "repair" efforts that could take $2 billion to correct. It will probably never reopen.

NRC inspections of Nebraska's Fort Calhoun, damaged during recent flooding, have unearthed a wide range of structural problems that could shut it forever, and that may have been illegally covered-up.

Ohio's Davis-Besse has structural containment cracks that should have forced it down years ago and others have been found at South Carolina's V.C. Summer reactor pressure vessel.

Intense public pressure at Vermont Yankee, at two reactors at New York's Indian Point, and at New Jersey's Oyster Creek (damaged in Hurricane Sandy) could bring them all down.

The Shoreline Fault was discovered in 2008 just offshore of the plant. At its closest point, it is only 2,000 feet from Diablo Canyon’s reactors.

Anti-nuclear groups including the San Luis Obispo Mothers for Peace take issue with the agency’s conclusions. They contend that the study underplays the possibility that the Shoreline Fault is connected to other faults and could produce a stronger quake than thought, a quake that key safety equipment at Diablo Canyon may not be able to withstand.

The group wants the agency to wait until an independent group of seismologists completes a comprehensive evaluation of the earthquake threat facing the plant due in March 2015.

However, Kammerer said this seismic hazard re-evaluation would not change the findings of the Shoreline evaluation.
“If there is any nuclear plant in the U.S. that we seismically understand, it’s this plant,” she said. “And that’s appropriate because this plant has more active faults than any other plant.”

NextEra has a license to operate until 2030 but has already begun the process of renewing the license for another 20 years. But the issue of Alkali-Silica Reaction, or ASR, found in 12 localized areas of concrete at the plant, has delayed their application. ASR was first discovered by NextEra at the station in 2010.

ASR causes concrete degradation in localized areas and is common in bridges and other transportation infrastructure, but the discovery of ASR at Seabrook marks the first time it has been identified at a nuclear power plant in the United States.

Nuclear regulator issues new exposure estimate

Japan's nuclear regulator has released a simulation of ways to reduce people's exposure to radiation during a nuclear accident.

The Nuclear Regulation Authority issued the data on Friday. The regulator commissioned the work to an outside institution because its own simulation, released last month, had many errors.

The new one is based on the assumption that a reactor would spew about half the amount of radioactive material released in last year's nuclear accident in Fukushima.

People in areas between 5 and 10 kilometers of the plant are recommended to stay in concrete buildings for the first 2 days of the accident, and then evacuate to places more than 30 kilometers away from the plant.

TEPCO releases more Fukushima footage

The operator of the Fukushima Daiichi nuclear plant has released more footage of teleconferences that highlight the chaos in the early stages of the disaster last year.

Tokyo Electric Power Company allowed the media on Friday to view 2 weeks' worth of recordings. One starts from March 16th -- 5 days after a massive earthquake and tsunami set off a nuclear meltdown.
The other footage covers a week from March 30th.

The video on March 30th shows TEPCO executives in Tokyo apparently failing to share the sense of urgency felt by the nuclear plant chief, Masao Yoshida.

Taking iodine before release of radioactivity helps reduce exposure

A Japanese government affiliate said Friday that taking iodine tablets before large amounts of radioactive substances are released in the event of a nuclear plant disaster would help people living within 30 kilometers of the plant to protect their thyroids from excessive exposure.

The analysis by the Japan Atomic Energy Agency also recommended that people within a 5 km-radius of the plant evacuate before the release of radioactive materials begins in such severe cases as that at the Fukushima Daiichi complex.

Based upon continuing engineering reviews, the chilled water circulating pump motors for the Train A and B Main Control Room and 6.9kV Shutdown Board Room, including various sub-components, would be partially submerged during a Probable Maximum Flood (PMF) event. These components were not previously considered as affected by the PMF. The affected components are located on floor elevation 737.0 of the auxiliary building.

Prime Minister Yoshihiko Noda informed Secretary of State Hillary Clinton of the plan during a meeting in September on the sidelines of the Asia-Pacific Economic Cooperation forum. The US government plans to use the money for disposal, detection and the monitoring of debris.
