It is true that there was no active nuclear program but Bush wasn't the only one who claimed it. Everyone from Bill Clinton to most of the democratic leadership referred to Iraq's nuclear program. There is no doubt that Bush wanted war but the administration was in good company in believing there were nuclear WMD's or the possibility of said WMD's.
