If it can be made at Dugway, it can be made elsewhere, by others and perhaps altered making it more effective, lethal with nothing available to prevent infection.

And in a system where everything is for sale when the price is right, EVERYTHING is sold at the discretion of those who are getting the payoff.

And in a country that has made laws to allow the government to target it's own citizens for execution without trial, who is to say who and how many citizens are executed and by what means?
