She says she had to turn her head and look away, but continued to hear the thumping as the metal club impacted its skull. It was stupid to try to euthanize the the dog in this manner, even worthy of reprimand. However, it's not a case of animal cruelty in so much as he was trying to end the animal suffering. Considering my personal dealings with police, there is a greater chance that they did not want to deal with the paperwork involved with simply drawing their sidearm and shooting the dog, so instead they chose to beat it to death.
