I had to stop doing business in a state because their audit found 150 instances, out of 350 200-page files, of violations that carry $10,000 fines each. Most were things like someone left a license number off of a page or forgot to sign his name somewhere. Nobody was hurt by any of the "violations." They fined us $1.5m, but said they would take $30,000. We didn't have $30k lying around, so we pulled out.

I took my middle son, who just turned 16, to the license branch to get his driver's permit...it took us two hours to round up all the information they required just to let him take the test...birth certificate, social security card, and a bank statement...I told him if we were wetbacks, they would have already taken his picture and hand him a license by now...

Save for those above the law. Nothing is illegal to those who make the law.
