Turkey has such a huge military, it can move lots of planes many places without signifying a whole lot.

Sure, it may be symbolic, and meant to intimidate. But it is not a major movement.

I mean, its planes have got to be somewhere at any given moment, so why not move them somewhere that will send a message?
