The arm looks awfully long for a black bear. Stupid hikers for not sticking around to get a clearer picture. I thought is was a black bear too, as I watched.. but then, it got up and turned around in one fell swoop with it's right arm/front leg swinging around as it got up... no bear does that or has a right front leg that moves like an arm... too bad they didn't stick around to get a better picture of it, it was walking away from them, not toward them... so obviously didn't want a confrontation either.
