The time travel / teleportation video The stargate being built in China right now "Grey Aliens" are the asians of the future returning in time , and the radiation of the future has fucked them up. They banned time travel because they dont want anyone getting interested in it , just incase a random "inventor" stumbles across the same ideas. They`ll switch on the stargate and open pandora`s box.

AKA they banned using any sort of "time-travel" in it's own brand of predictive programming. They most likely have the tech, but in usual Chinese fashion they'd rather be hush-hush about it/lock-down all the info relating to it, rather than throw it in the face of their populace as their American/British counterparts do.
