New Cincinnati Police Strategy: force victims to talk or face consequences.

CINCINNATI, OH -- Police are adopting a new strategy to deal with uncooperative victims of a violent crime. If they don't spill their guts to the police's satisfaction, the victim will be put under investigation to see if they can be arrested.

Not sure if they will only prosecute people who already have Police records, or just anybody.
