Ok OP, just for the record, I think the guy in the Boston Bombing pics looks a lot alike, but is certainly not the same person.

how can anyone think these two black men are the same person?
but then all blacks look a like right? not!

It's him. So what this mean?

So this is my understanding of Aaron Alexis.

He was in the Naval Ready Reserve, but was discharged because of a pattern of misconduct. He was a Petty Officer in electrical systems. He went to work for the military contractor firm The Experts. There he gained a contractor ID. He still had DOD clearance, but was let go from the Navy for a pattern of misconduct. How is that possible? Everyone who knew this guy was surprised by his actions.

So, I do find it odd that he may have been in some infamous pictures of the Boston Bombing. What are the odds on that?

But then say:

"But it's definitely not him."

Just seems like a weird combination to me.

I can see it's a totally staged photo anyway but check out the guy bottom right, wearing a grey jacket and blue checked shirt. Looks like the same guy to me. What do you think?

Kenya was staged as well, but this was either taken in the USA, or this troupe of crisis actors is being used worldwide now.

I think it's likely it was made in the USA using footage from Kenya and utilising photoshop and green screen technology.
