"The Government Intervention Is Not A Government Takeover,"

Today, Bush, in a speech I believe to U.S. Chamber of Commerce, made the comment "The government intervention is not a government takeover,"

My question is, WHY would he bother to say that? The only ones thinking this is all about gubment/PTB takeover are conspiracy theorists and civilian militants.

Was this a ploy to get it into the minds of those already droned, to trust the gov? Was it a code for "now is time" or possible "let's wait a bit" before it does happen?

Any ponders?
