Health Care Premiums and 2012?

We have to start paying on this health care now, but the coverage doesn't start until 2012.

If TPTB truely know catastrophies are going to happen in 2012, is that why they are asking us for the premiums first? That way they can get our money over the next three years, because they know that we may not be around in 2012?
That's just a thought. It makes sense to me!
