However, from an officials stand point, they are approached by every jack of all trades to seize an opportunity, then also, there is the possibility that the sound vibrations might cause interference with other mechanics. The officer doesn't know of what is being offered nor of any other effects caused without proper trial analysis. It's the check system of "red tape" that causing them all to jump through the hoops (so to speak).
