The Brussels gathering is not a donors´ conference - that will be held in Jordan next month. But it is seen as the first opportunity for the Iraqi transitional government led by Prime Minister Jaafari to get international support for its plans to boost political and economic reforms - while dealing with continuing insurgent attacks. "Security in Iraq is of the utmost importance" for development, Mr Jaafari told delegates. "We want you to help us economic and political security," he said. Call to neighbours The BBC´s Jon Leyne in Baghdad says that for most Iraqis, progress on reconstruction is hard to see as they suffer another sweltering summer with only intermittent power. If anything, our correspondent says, the power supply situation has got worse since the fall of Saddam Hussein. Much of Baghdad has been without water as well since the weekend, after insurgents blew up a key water pipe. The number of attacks has increased since the formation of an elected government in April. Analysts say that for the Europeans and the Americans, Wednesday´s conference is a chance to show that divisions over Iraq are a thing of the past. The meeting will also provide a forum for Iraq to improve relations with difficult neighbours - as Syria, Iran and Kuwait have sent their foreign ministers to Brussels.
