The training, the resources, the time and effort, the money that went into planning a flawless terror attack is all for naught if said attack is thwarted before fruition.
But doesn´t it count for something to someone?
Who decides if a "secret code" tells of "next" terror attack if one has been thwarted?
Who gains and who looses?
A terror operation who wishes to use nuclear weapons will find that they are dealing with a finite and very expensive weapon...
