[/quote] If its a tree problem it wouldn't be either, powdery mildew only affects low ornamental trees to shrubs, since it requires large leaf volume compared to vascular outflow. You will rarely see downy or powdery on anything larger than 25' tall. Aphids rarely affect anything larger than ornamental 15' as they require fast steady sap flow, wooly aphids will hit magnolia and certain red maple hybrids, but its very rare. You may have a miniature leafhopper as they can be 1/4" long and very metallic in retrograde. Your only foliar feeders on trees over 30' in height are the loopers and weevil larvae, both worms and not dramatic whatsoever, althoughspider mites and blister mites hit oaks heavily and leave sooty mold sugar trails. I believe you have chemtrail residue considering your locale and the weather you guys are getting!
