I've committed it to memory...regardless, the United States Supreme Court has ruled, time and time again, that institutions and buildings which were created with "state" funds cannot promote nor contenence religion....the Establishment Clause does not allow the secular state to engage in non-secular practices..the Founder's of this Country..more specifically Jefferson..desired to build a wall between Church and State...thus, the first amendment.

"...no law..." means congress cannot inact ANY law nor measure which would, in any way, promote ANY religion...thus, the Courts have interpreted this to mean that where tax dollars are appropriated to build any structure; no religious reference may be made...all 50 states have adopted the first amendment into their respective constitutions...the united states is a secular government...non-sectarian...and so are the states...you may exercise your religion anyway you wish...but, religion cannot be acknowledged in a public edifice built with tax payer money.

It means that "congress" and/or the legislature cannot pass any measure/law which establishes any religion or prohibiting a person (like China and Russia of old) from exercising religion....This is an admonition against the state from prohibiting or passing legislation which promotes....a restraining order.

A federal judge has ordered a Texas school district to prohibit public prayer at a high school graduation ceremony.

Chief U.S. District Judge Fred Biery’s order against the Medina Valley Independent School District also forbids students from using specific religious words including “prayer” and “amen.”

The ruling was in response to a lawsuit filed by Christa and Danny Schultz. Their son is among those scheduled to participate in Saturday’s graduation ceremony. The judge declared that the Schultz family and their son would “suffer irreparable harm” if anyone prayed at the ceremony.
