What passes for lightly damaged? superficial cracking in plaster that does not affect the structural integrity? A fence that toppled over? What? What constitutes light damage and who decides this? edited to add: It seems to me that this is just an excuse to forcibly remove people from otherwise sound homes, so they can clear entire suburbs.
