Most people's televisions, computer monitors, and general lighting these days use either a CFL or LED bulb. The flicker rate of these bulbs can be controlled by the frequency of the power they receive. This change in frequency, while not perceivable by the human eye, does in fact have an effect on our nervous systems. They say that the upcoming "experiment" is to make the grid more reliable. I speculate that they have hit their desired saturation rate of the CFL and LED bulbs and are ready to start activating their new system.
