Gilberto "Lico" Powell, 22, was stopped in his Richmond Heights neighborhood by two Miami-Dade officers for something he was wearing.

Powell's dad, Gilberto Hernandez, told Local 10's Baron James, "I never thought that something like this would happen to him. They have hurt my son real bad."
