In the absence of formal diplomatic ties between Washington and Tehran, the United States has launched a virtual Internet embassy aimed at bringing information and dialogue to Iranian citizens. Given the fraught relations between the countries, this tiny step may yet take on a much greater significance in matters of war and peace.
