Original Message An "urgent" report from Russian Federal Space Agency (ROSCOSMOS) General Director Vladimir Popovkin to Prime Minister Putin circulating in the Kremlin today warns that the failed Phobos-Grunt Mars space probe ]appears likely to have been turned into a non-nuclear electromagnetic bomb under the control of "unknown forces" and could very well detonate over North America within the coming weeks causing catastrophic damage.

Most ominous about this report is Director Popovkin stating in it that the failure of Phobos-Grunt appears related to an "override command" of its internal systems issued by as yet "unknown forces," but which Lieutenant General Nikolay Rodionov, a retired commander of Russia's ballistic missile early warning system, blamed on the United States High Frequency Active Auroral Research Program (HAARP) by stating that these "powerful American radars could have influenced the control systems of our interplanetary rover."

General Rodionov's claims about the US being responsible for the failure of this Mars probe were disputed by Craig Selcher, HAARP program manager with the Air Force Research Laboratory's Space Vehicles Directorate at Kirtland Air Force Base, New Mexico, who stated that the maximum energy that Phobos--Grunt could have felt from HAARP would have equaled a power density of 1.03 milliwatts per square centimeter which he said was like shining a 60-watt light bulb on the craft from 21 meters.

Director Popovkin in his report, however, counters Mr. Selcher's claims of HAARP's power being insufficient to affect Phobos-Grunt by noting that all of the instruments on the spacecraft do, indeed, operate in the milliwatts range as is common with all such interstellar vehicles traveling great distances and needing to conserve power.

This report notes further confirmation that Phobos-Grunt's systems were comprised were received from the Planetary Society who after being informed by the Russian Solar System Exploration Board Chairman Lev Zelenyi of its failure stated: "Though it is technically correct that the propulsion stage "did not start", anyone who has been following the events will know that the actual failure was that of the onboard control system. In the wake of that failure, whatever it was, the Phobos-Grunt computer could no longer tell the other spacecraft components, including the propulsion stage, to start, so it didn't."

As to who now controls Phobos-Grunt, or for what purpose, Director Popovkin ominously warns in his report that this craft now has all the capabilities of becoming a non-nuclear electromagnetic weapon (NNEMP) as these types of devices require large amounts of chemical explosives as their initial energy source, and which with 7.5 metric tonnes of highly toxic hydrazine and nitrogen tetroxide chemical fuels aboard qualifies this failed Mars probe as being exactly this kind of threat.

Specifically, Director Popovkin notes in his report that should Phobos-Grunt's Neutron spectrometer, Alpha X spectrometer and Ion spectrometer become activated in full power mode, and if coupled with an explosion of over 7 metric tonnes of both the hydrazine and nitrogen tetroxide fuel an EMP blast could occur, and if exploded at a sufficient height (measured in the tens of thousands of meters) would devastate and area over 1,000 kilometers.

As to who would wish to create such catastrophic destruction, and as previously mentioned in this report by General Rodionov, the United States appears to be the main suspect as its economy nears complete implosion and many are now speculating that its President Obama may have no option other than Total World War to contain the growing unrest in his nation.

To whom the Americans would blame for such a catastrophic attack upon their nation the most likely country to be named is Iran, but with that Persian nation only having a defense budget of $10 billion (compared with the United States nearly $800 billion) concerns are growing in the Kremlin that Russia may, indeed, may be these warmongers next target.

This fear was heightened this past week when Finnish authorities discovered 69 Patriot missiles labeled as "fireworks" bound for either China or South Korea but which Chinese authorities denied were being sent to them by stating: "As far as we know these goods were made in Germany and were being sent to South Korea. This is a British ship which left Germany carrying Patriot missiles for South Korea."

Unknown to most Americans is that such a shipment of Patriot missiles violates too many International arms control treaties to mention in one report, but which the United States, undoubtedly, feels it can do since it suspended the Conventional Forces in Europe (CFE) Treaty with Russia earlier this month.
