You would lose your power base.

Sure there are orchestrated disasters to snare the few thousand here and there--but it is only ever culling the herd that is all of us.

Like Watership Down, and the rabbits who were caught in the snares--just enough to feed off of for your purpose, but never enough to destroy the warren.
