PHOENIX (ArmageddonWars.com)- Leon Panetta shocked congress today speaking as though the Constitution doesn't apply when he stated: "International permission trumps congressional permission for military actions" when questioned by the Senate armed services committee on what “legal basis” was needed to initiate a no-fly zone over Syria.

So the Obama administration cites "International Permission" Not congressional approval for military actions!
