I actually know a professional board game designer. They are people. They are often interested in Science Fiction, Fantasy and History. The people who made that game were obviously interested in Conspiracy Theory, and thought, "Dooood, you know what'd be cool?! A, like, X-Files kinda game, but it's like, about all that wack-O Conspiracy stuff you read in David dIcke books and stuff!" Regarding Conspiracy stuff nestled inside entertainment, I have never understood why people think it's some ominous message. Writers read a lot, for help, with coming up with ideas, for their projects. They're just people and Conspiracy stuff is interesting even if it's not true.
