Remember back in 2011 when FEMA was buying all those millions Meals and Body Bags for a "New Madrid Catastrophe"?

Well that wasn't enough meals anymore, plus other planning!

In short:
An awarded Contractor must have the capability to deliver up to 3,500,000 meals to any of the Distribution Centers within 30 days of the date of order.
Also The contractor(s) will be tasked to deliver meals during PRESIDENTIAL DECLARED DISASTERS and/or other emergency events. To support this requirement, the contractor must have the capability to produce and ship up to 1,000,000 meals within 48 hours of notification.

Not only that FEMA wants their food shipments under GPS tracking.. as their example given: "FEMA may request diversion of shipment during response to disaster."

If all those meals are needed for the DESTRUCTION.. how about FEMA Housing Inspection Services for reimbursement under disaster assistance!
Well that's being further set up now also!
FEMA anticipates awarding multiple Housing Inspection Services contracts to determine the type and amount of disaster assistance.
There will also be training involved for the awarding contracts oh and also it includes Disaster Shelter inspections for disaster survivors.

FEMA is now also setting up a "Nuclear Incident Response Team".
Lastly FEMA National Exercise Division is seeking subject matter experts in emergency preparedness exercise design and control, the Homeland Security Exercise and Evaluation Program (HSEEP), and exercise planning administration that can support FEMA NED with providing exercise design and control for various exercise projects.

All this is happening NOW.. all these Solicitations are recent!
Now ask yourself in this economy and if there is "nothing to worry about".. then why is FEMA and the government preparing up the ying yang?
Why would FEMA want tracking with GPS of their orders for disasters?
Just think if there are mega quakes breaking roads, or roving gangs etc.
Why now are they seeking even MORE food for disasters?
Why now is FEMA setting up a Nuclear Incident Response Team?
Or how about awarding multiple Housing Inspection Services contracts in response to disasters?

Under the Solicitation if you open up Attachment 2: Statement of Requirement, you'll read the full story as follows:

( FEMA requires two types of meals, “Commercial” and “Reduced Sodium.”
Meal components should be appropriate for consumption by the full range of DISASTER SURVIVORS including children and seniors (65 years and older).
Individual packages shall be labeled with the Nutrition Facts’ in accordance with the Nutrition Labeling and Education Act (NLEA) and all other applicable FDA/USDA regulations. Contractor(s) shall provide the exact sodium content per meal.
All reduced sodium products shall be labeled with “REDUCED SODIUM” on all case(s), individual package(s) and each entrée component. The word “REDUCED SODIUM” should be in black bold capital letters on a white background.

The delivery schedule will be specified in each order. The orders will be classified as either Stock Replenishment or Emergency Response. Descriptions of each order are detailed below:
Stock Replenishment – The contractor(s) may be tasked to deliver meals to FEMA Distribution Centers to maintain FEMA’s readiness stock for DISASTER OPERATIONS. FEMA shall determine delivery quantities, schedules, and locations at the time of order. The Contractor must have the capability to deliver up to 3,500,000 meals to any of the Distribution Centers within 30 days of the date of order.

Emergency Response - The contractor(s) will be tasked to deliver meals during PRESIDENTIAL DECLARED DISASTERS and/or other emergency events. To support this requirement, the contractor must have the capability to produce and ship up to 1,000,000 meals within 48 hours of notification. Delivery location shall be anywhere, CONUS (Continental United States) or OCONUS (Outside Continental United States) OCONUS, as designated by FEMA. Delivery times will depend on location and be outlined on the Task Order.
Tracking: The Contractor must have the capability to track shipments (i.e. Global Positioning System GPS) and provide updates on an as needed basis. For example: FEMA may request diversion of shipment during response to disaster.)

Performance Work Statement

The Federal Emergency Management Agency (FEMA) is authorized to provide Disaster Relief and Emergency Assistance to survivors during recovery of disasters and emergencies.
The Recovery Directorate mission is to support individuals and communities affected by disasters of all sizes, including catastrophic events and terrorist attacks, in their efforts to recover. To ensure that individuals and families who have been affected by disasters have access to the full range of FEMA programs in a timely manner with the best possible level of service. The Housing Inspection Services contracts provide the basis for grant assistance to disaster survivors. The contracts receive extensive visibility from the highest level of Federal, State, and local Governments, and are continually in the public media.

A Presidential disaster declaration occurs after a sequence of events, beginning with the disaster incident. Following the incident, if the recovery requirement exceeds local and State or U.S. Territory resources, the State’s Governor may
request a Preliminary Damage Assessment (PDA), which will be forwarded to FEMA headquarters along with a formal request for a presidential declaration.
FEMA’s recommendations are sent to the President for approval. If a declaration occurs, a Federal Coordinating Officer (FCO) is assigned to the disaster, and a
Joint Field Office (JFO) is established to coordinate recovery efforts.

FEMA anticipates awarding multiple Housing Inspection Services contracts.
Multiple Contractors may be required to respond to the same disaster(s) as needed and required by DHS-FEMA. These contracts support the FEMA Individual Housing Program (IHP) by providing for the collection and reporting of information gathered by on-site inspection and verification or by other means approved by FEMA (e.g. inspector manned phone banks, aerial imagery, or tax data). FEMA and the States determine the type and amount of disaster assistance based on this information. The data collected includes but is not limited to:
- the extent of real property damage to the home;
- how the habitability of the home has been affected;
- verification of ownership, occupancy and insurance information;
- the extent of damages to personal property and vehicles;
- photos of residential damage;
- information regarding other disaster expenses and needs;
- multi-family and private road and bridge access issues;
- Mobile home site inspections, pre-placement interviews, and post-disaster
assessments. This work is primarily to verify that a property is suitable for a temporary disaster housing unit such as manufactured home, mobile home, travel trailer, and/or other readily fabricated housing; and verification of placement.

Transition by the new awardees for this contract will begin on the day of the award. The Transition audit will consist of a verification of the capabilities to perform the requirements. FEMA shall provide training for the Contractor’s trainers within seven (7) days following contract award. A maximum of ten (10) Contractor staff members per contract may be trained by FEMA during this
transition period. The trained Contractor staff members shall provide subsequent training to other Contractor personnel. Classes will be held at a location agreeable to all parties and will last approximately five (5) calendar days. The scope of the training is subject to change.

C.6.8.2 SHELTER INSPECTIONS
Disasters that utilize shelters as a means to provide alternative temporary housing for disaster survivors who have registered with FEMA and are due inspections
may require the Contractor to address these inspections as “priority cases”.
FEMA may provide a liaison at the shelter to facilitate prioritizing the inspections and Survivor communications.)

FEMA is also expanding Emergency Disaster Planning for a Nuclear Incident Response Team.

Emergency Disaster Planning/Preparedness Support

The Request for Proposal is for Program Management Support (subject matter experts) for the FEMA Domestic Emergency Support Team and Nuclear Incident Response Team. Place of Performance is Washington DC and Contractor's location.
This procurement is a 100% Small Business Set-aside. The NAICS Code for this procurement is 541990, with annual receipts of $14 million. This is a new requirement with no incumbent. This requirement is to acquire subject matter experts and technical support for the DEST and NIRT.
The support is envisioned to be programmatic and technical in nature.
Subject Matter experts will support readiness operations and perform other support actions during exercises.
The contractor will also perform analysis as tasked and participate in meetings.
