It is in my city. They passed an ordinance tonight to ban all scrappers, scavenging, garbage picking. The city had regulations on the books governing this, like a lisence, a yellow flashing light on the vehicles, etc. Dozens of families have lost their income because of this ordinance. This ordinance is absolutely draconian. For example, if your neighbor throws out a real good 10 speed bike, that just needs an innertube, and you grab it for your kid, you can go to jail. If you walk anywhere, and pick up some cans on the way, you can get arrested. While I am not a scrapper like the real scrappers in my city that work very hard for the money they do make, I am a criminal also, according to this new ordinance. While I walk my dog, Sheba, I pick up debris along my path, and put it in the nearest garbage can. There are always lot's of booze bottles lying around, and I pick them up before someone gets hurt stepping on them. I also pick up aluminum cans, but I put them in a bag, and take them home with me to add to what I save from the kids drinking soda at home. Now, for my efforts to clean up the walkways, and add a few cents when I turn in our cans, I can be arrested, fined, and jailed. The article will be in our local paper tomorrow morning nwitimes.com
