One recent trend among fraudsters has been to use the identities of people who make so little money that they aren’t legally required to file tax returns themselves, the report suggests. That means there’s no aggrieved taxpayer to complain about the identity theft, so it can go undetected longer.

The report suggested the government needs to do a better job in identifying patterns of false claims. The IRS also needs more access to national data on new hires, the report says. But some changes that would help – such as speeding up information filing by employers – will take time and legislative change, and also are likely to meet resistance from the business community.

IRS Commissioner Doug Shulman, asked about the report at a House committee hearing on Thursday, said the Tigta study “is very clear that the problems with identity theft mostly are systemic” and aren’t being caused by the IRS mishandling taxpayer-identity information. He added that IRS requests for additional powers to combat the problem in some instances have failed to pass Congress.

The report comes at a time when Republicans are aiming to raise awareness and concern about the large and growing responsibilities of the IRS to administer government benefit programs, from the new health care law to recent credits for new homebuyers. A letter from Rep. Charles Boustany Jr. (R., La.), the chairman of the House tax oversight committee, says the report “raises serious questions about whether the IRS is deploying its resources effectively.”
