When did it become accepted practice for our military to use our populated areas as their private training grounds?

Most of the training, which has been coordinated with property owners where it's happening, will be out of public view. The training began Sunday, Aug. 19, and continues through Sept. 1. Starting this Sunday, it may become more visible when "helicopters begin supporting the training," the releases said. i do not remember in my 49 years the US military using populated areas...cities, suburbs, and small towns as their own training facilities!
why?
in my lifetime we have been in wars which would have included urban areas.

Black Hawk helicopters were first introduced by the military in 1979
they have been used in many battles for many years
so why now must they do this.
they are not having the residents leave...no they are just bringing in the heavy equipment.
low flying helicopters this time...
one would think training black hawk pilots how to fly in urban areas by sending them into a city...then have them fly down low in between the buildings is not very safe....
this is training...what if there is a failure with a craft....where is it going down? who is walking there or sitting in the building?
what are they doing....
training the people what to do when they see these kinds of operations in their area....and at the same time training our military for operations in these areas?
this is not a good sign.
