Yes,  they probably dismantled a small group of islamist extremist with "some bags of ammonium nitrat".
But why do they made such a big thing of that.
Dismantled small terrorist groups is not uncommon : there are lots of leftish, extreme-right, independentist like corsica or ETA etc...dismantled every years, sometimes with VERY LARGE ammount of explosives and it's only one word on the news.

And there, we have 12 people on custody, with 1 shotgun, 1 handgun, "some" bags of ammonium nitrat, and news are speaking about that worldwide ??

Another reason is money for medias. News with keywords "islamist" "explosive" and "dead" is much more sales-orientated than "a Corsican group claims responsability for the post office bomb attack with only material damages". 
But I think there is also a politic/military agenda pushing these kind of news.

Original Message French anti-terrorist police have found bomb-making materials and weapons in the suburbs of Paris while investigating suspected radical Islamists across the country.

"We are clearly confronted with an extremely dangerous terror network," Paris prosecutor Francois Molins said in a statement to the media.

Investigators searched garages in the town of Torcy, near Paris, overnight after an anti-terrorist raid on Saturday ended with police shooting dead an Islamist suspect linked to a grenade attack last month on a Jewish supermarket and arresting 11 others.

Molins said a shotgun, a revolver, bags of potassium nitrate, sulphur and a pressure cooker were discovered at a garage used by the suspect, at whose home police on Saturday had found a list of Jewish groups in the Paris area.

"These are all products used to make what we call improvised explosives," he said.
