Theirs a actor who as it. Can't remember his name. Been in a lot of movies. http://www.nlm.nih.gov/medlineplus/ency/article/003037.htm Nystagmus is a disorder that you get from birth....I think. But that is all the time. Certainly seems like it was caused by something. Trauma could definitely be a reason.
I went through lots of training on what in hell I was meant to do with my eyes because of the physical trauma to mine and because my eye movement does look sketchy. I think I failed the therapy somewhat. But it was considered a normal eye doctor therapy kind of thing. I still practice most mornings. If someone's seriously messed up, they may very well go through therapy or even just practice in the mirror to try to correct it to some level. (At least I assume it was a normal eye therapy thing. But then I was also told I was going to the doctor's at least a few hundred times for illnesses I didn't even have.... I'm still working on defining normal.)
Unfortunately I have a long history with it or it's favourite twin cousin. A lot of it has been very painful, and as odd as it may seem to want to work through anything therapeutic on a public forum full of trolls, I really can't think of a better audience.
