Obo has so little to hang his hat on that he is desperate to cling onto something he can call success. I think he was VERY intent on giving a big flowery speech describing how the ME has never been more free and safe since he came along. Something like the following from his 2011 speech in Egypt: "The people of Egypt have spoken, their voices have been heard, and Egypt will never be the same....". Ha ha, Egypt WILL never be the same. It is now run by a radical, extremist group. Obo was hoping to show us that things are so much better in the ME that our security forces are at an all time low there. Obo's dream has shattered, there is widespread violence in the ME, and North Africa has joined in. Now, I agree that there could be another side to this, and that is your conjecture, that there could be a "plot" behind the reduction of security forces. I just think that Obo's short term goal for drastically reducing security forces was so that he could "flaunt" this while campaigning as a major victory of his ME Policies.
