Elijah must come first and he came already.
Elijah The Prophet is the Nobody people spoke of. 
The offer the illuminati couldnt refuse relates to Malachi 4:5-6.

He comes to offer TPTB to cause the fathers to turn the hearts to their children and vice-versa.

So it probably meant that the United States fall through artificial disasters as a means to cause the fathers hearts to turn to their children, or what is happening or about to happen now is the actual curse.

It could have been done through other means, such as education/science/technology, but the way it happens does not matter.
