Judges take a standardized amount and compare it against your income, which they get from any/all taxing sources. If someone is not paying the fair amount - talk to your state support agency. As long as they have the social security number they will find it. Besides - what you are describing means some money is making it through. I am talking about the poor schleps that have zero left and no way to provide for even their existance. If the last resort is a job not jail then everyone wins. Now, if you want to live high on the hog but are still getting some money - follow up with your state office. At least you are getting something! [/quote]

The answer for a win-win-win is this: When any ncp faces a judge, they have the option to enter the state-sponsored job program, tied in with affirmative action laws. This way every company has to hire an ncp if the excuse is 'I can't find work'.
This eliminates the financial costs to the kids, the state (a worker pays taxes too) and the poor ncp can remain alive. One minimum-wage job leads to wanting more, and they can then get a better job etc.
