However, it is incumbent upon a Board of Elections, or whatever name it goes by, to determine it's validity. These are cast by hand written ballot. Any district officials looking at wide clear margins in a race, likely won't even consider those votes when declaring a winner for that district. Eventually, if they are all doing their jobs, they will attempt to validate the authenticity of provisional ballots, if for nothing more than accurate book and record keeping. I imagine some not even bother with that and I would imagine some GLP'ers would approve of that choice, in terms of it being a cost saving measure. So, go get yourself untwisted over this. Did the suppression or lack of voter ID laws aid President Obama’s victory over Mitt Romney?
Obama did not win a single state that requires photo IDs to vote, although he was victorious in four states that require non-photo identification – Washington, Colorado, Ohio and Virginia. Those states accept as legitimate identification current utility bills, bank statements and paychecks.
Obama won several closely contested states that do not require any voter identification, including Minnesota, New Mexico, Pennsylvania, Iowa, Wisconsin and Nevada...
