Montana is where the water is being held up at. So. Dakota is in year #2 of a drought. So, Montana would have to release it first.

There are six dams upstream on the Missouri - they could release 10% of those six dams and the river would stay at normal through the winter - but the towns by the dams always want to protect the fishing so they don't want the dams depleted - stupid short-sighted thinking.
