You should have been looking in "Chapter 398 - GARBAGE, RUBBISH AND REFUSE" http://ecode360.com/11269553#11269553 where there is no mention of penalties of going through garbage. The fact is, once you put your garbage in public domain for collection it becomes just that, public. If this bike was in a trash can on someone's privately owned property then yes, it would be considered stealing. But if it were on the sidewalk, it was free game. The statement above applies to household, curbside garbage. Now if it was in a dumpster on private property it would be illegal. I personally wouldn't go through someone's garbage but it is still not illegal if left in public domain.
