You don't have to post a no trepassing sign.  The trepasser knows if it's not their property.  And as far as right of way that's only for walking on it or city use.  You can't change the dynamic (for lack of a better term) of the right of way unless you have a permit or if you own it.

Otherwise people could just cut down trees that are there.  Or remove mailboxes etc.
