Original Message Wiki says, "Their (HOAs) growth were limited, however, until the 1960s, when several factors led to a period of rapid national growth, including, a push towards large scale residential development by the Federal Housing Authority and the Urban Land Institute. HOAs governed 24.8 million American homes and 62 million residents in 2010. That's a signification number of people.

Do you think that the government invested/funded the beginning of HOAs to get people accustomed to being told how they can live?

The people essentially become desensitized to tyranny and accept it like it's nothing.
