Theres no "earth facing decay" Or special gov program to halt solar emissions... We could send every water molecule on earth to the sun and it would evaporate before it even came anywhere near the solar surface... The last two weeks of magnetic filaments were weak due to the minimal amount of coronal holes being present on the solar surface... So the sunspots all got swept back into the suns corona and the collection of magnetic forces created the new sunspots that we see today. Its like dust in a wave of water only the dust is radio magnetic. If small waves are produced the dust isnt being transferred to the surface as much so it collects at the bottom, But once larger waves are produced the dust clumps together and intrudes back to the surface. The waves are produced by coronal holes fyi. So that being said... These current sunspots are a collection of the past months failed magnetic interactions. They have reformed due to coronal activity "just recently" which means that they are more likely than not, to be continually active in the next several days. So this region which is currently "minimally stable"; Will be passing our plant in a manner of days, and will likely be just as active or more active at that time. Theres no decay beams or processes that any person place or thing could put into motion, on our entire planet that would interfere with this galactic waltz... We are technically entering an energy cloud (debatable), which could even be a candidate for this line of thinking... I doubt even tesla technology would interact with the sun in any way. the most charged ionic signal that earth could produce 'planetary wide' mind you, would be equivalent to throwing a match in a fire (in attempts to putting the fire out). The sun in terms of size to our planet is colossal. even if our planet suddenly took a collision course towards it we would be nothing more than dust weeks if not months before an impact would take place on its surface...
