This patch on the "swat" officer's shoulder may be the smoking gun.

CT State does have camo outfitted teams.  But their camo is a lighter shade and more uniform that these guys.

Here is a picture of what looks like actual CT tactical team apparently escorting non-tactical officers.  Maybe this this an advance team for the Governor - just a thought.  But notice the guys with the rifles.  Their weapons are at the ready and they are scanning the environment.  They are holding their weapons in a manner that would appear safeties are off and they are fully engaged.  Compare this to the rag-tag SWAT team with weapons slung over their shoulder (hopefully with safeties on) and their non-attentive unfocused attitude.
