Yep, they are waiting for American Militias to be created.  Sometimes it almost seems they wanted Americans armed and have, as OP states, prepared for this for some time.  It's like they want it so that they can bring on the troops and begin the physical police state.

They seem to win whether one is an apathetic sheep or a die hard patriot...they have it so that their fear tactics create both and both will still be grounds for complete and utter tyranny.
