Someone saw the logo on one of the microphones the news crews were using - thus the question of identity. It was probably members of the news crew speaking to each other and not the SWAT officers.
I know we have foreign troops training here but you don't actually see the persons talking, do we?
Theoretically then it could be either the news crews, the SWAT team or even bystanders speaking a foreign language.

No, the foreign media wouldn't have been there that early.  They were seen interviewing the librarian the next day.  The footage in question occurred on the 14th.

Unbelievable and indisputable. You can hear them talking back and forth in a foreign language. (Seems it was Japanese reporters speaking. Never Mind) Except that this proves it was run as a drill, since news cameras would not be allowed so near to such "dangerous" action.
