I agree that people without a phone should have some type of help for getting a job, but why couldn't they set up a free voicemail software that you could call and check via a payphone, library phone, unemployment office phone, etc. If the phones only dialed 911 and took incoming calls, it'd be one thing... but why in the hell should I have to pay for anyone's personal calls, aside from my own?
