Sovereign citizens: Is this an accurate portrayal?

It was a municipal consolidation of two cities: Georgetown and Washington into one municipality. That's it. For those of you serious about learning what's 'actually' happening, I'd suggest two things. *Always* ask 'according to who?' when you hear about some super secret loophole that sounds too good to be true. And then demand evidence to back it up. Not just the name of a particular act, but the *actual* text, the *actual* court rulings. I really don't know much about this subject. Is this a genuine description of these people of just the M.S.M. demonizing them?
