Saying that consideration of arrest and conviction records have a disparate impact on blacks because they are 7 times more likely to have an arrest record than whites,Obama has set into action new hiring guidelines making it illegal to purposefully not hire someone because they have an arrest record.The Obama administration stated that because blacks are 7 times more likely to have criminal convictions than whites,employers refusing to hire convicts are disproportionally targeting blacks and these businesses will therefore be sued by the attorney general if they don`t comply and refuse to hire criminals.
