To assist in suppression of the claims of targets, agents are informed that paedophiles, murderers, terrorists, etc., are being used as the subjects of the human experimentation program and that these scum of the Earth individuals should be of no concern and deserve what they get.

What the agents are not told, is how they created them in the first place and that in the modern program (i.e. within the last 30 years), all new targets were toddlers when first attacked.
