My letters from the VA have the exact same wording as well.  It's just a "Form Letter".

No doubt the Government is up to no good..... example: Billions of Hollow Point Bullets for a Non-Deploying entity?

Most assuredly these are Brain Injury Personnel who'll spend the rest of their lives in institutions or living with family members with the family member being the "Payee".

I am a 100% rated Veteran, this letter is a "Form Letter" its goes out to all Veterans, the ones that deny this, never took the time to read every word of the letter.

Just like when you get a "speeding ticket", it gives the Penalty fee and states if you fail to appear in court or pay the ticket, a bench warrant for your arrest will be issued and you could spend 1 -5 years in prison and $10,000 fine etc... etc...
