The safety of OTHERS who are detained or questioned by police is what gives the officer the right to detain in this circumstance (sort of as not every case is black/white). Think about it fellas, if you don't ever want to see someone hurt from another potential assailant causing the officer issues, then the officer needs special rights while on duty.
